Something I don't care at all about one way or the other, but the leader of the charity group that lead to their initial removal (and was given no indication that the ban was about to be lifted) had this to say:

Okay, but if it's the latter, then that would mean BBC just admitted to actively looking for beheading clips.

Man was really looking for more on that joke since I don't care about this story :D

Facebook is a noticeable company and released a minor press release on the subject and one of the BBC's (probably dozens) of tech writers on staff picked it up because they knew it would be controversial. Based on the hundreds of comments they were correct. It isn't about people looking for beheading clips in their spare time and coming upon it - people who are into watching snuff exchange that shit as if it was someone else posting photographs of their kids on a coworker's wall or a youtube clip of whatever notable celeb did whatever PR stunt this week.

The fact that a charity group pushed them into banning the clips in the first place is the reason why they probably felt like they had to release an announcement about it.
