What's worse is that articles like these are diluting an incredibly dangerous threat. HAARP is the one thing I could actually call a doomsday device.</div>

We already have nukes and other WoMD that are banned from use in war, so a project like this seems counter-productive. They should work on making war "safer": stun guns, so-called "non-lethal" weapons, more accurate EMP bombs that can disable tanks and radar.

We go in with an attitude, especially in the US-Iraq War, that we need to be careful with targets and civilians and the like. Why not stun all of your enemies and disable their hardware? You can take the POWs like we did with some of the Iraqi soldiers and still not risk killing civilians. You can bomb the tanks and radar and anything else of military importance with EMP pulses.</div>

Number 2 is Pyschological. HAARP is one badass pysch weapon, it can hit you anywhere anytime really. Even worse, it could be used far more subtly to alter the ecology of a country by changing the ionosphere above it. The threat of ecological/economical disaster is a great way to force your opponents to step in line.

Those are the obvious Military applications. There are far more benefitial uses that even I as a scientific idiot can think of that would never be used. I'm too cynical to believe that it would be used to benefit others, when it could be used for power instead.</div>
