So over in Europe they have that weird PAL standard on their TVs, but does that effect HD sets? If I was to import a PAL PS2 and plug it in my NTSC HD tv, what would happen? explosions?

What model is your TV?

This little Westinghouse LTV-32w1... it is certainly the sultan of televisions. I don't actually want to get a PAL ps2, I want to get a PAL sega saturn. There are an awful lot of games going for the cheap on ebay, and I wouldn't mind getting in on that. I've been doing a little reading since posting this and there still appears to be a framerate issue..... but I don't understand how a TV doesn't compensate for that shit.... since consoles have fluctuating framerates per game.

Hahaha...I have to laugh at this for two reasons. One, Westinghouse is certainly NOT the Sultan of TVs. It's a pretty crappy name brand, but if you're TV is working out well, more power to you.
Two, frame rates in the game have nothing to do with the frame rates on the TV. It's not like the TV will actually pause and not put up a TV frame because the game is acting slow. The console has no power over that. TVs put out a constant frame rate no matter what.
To answer your question, likely not. Unless the TV specifically says that it's compatible with PAL, it won't work.

I've hear almost unanimously good things about Westinghouse.

While I don't consider Westinghouse to be anything special (comeon, if Walmart and Office Depot carry it...), you're probably looking for something like this:
PAL to NTSC Video Game Console Converter
http://store.gameasylum.us/paltontvigac.html
Dunno if it's any good or what, but it looks like converters do exist for it.

whooosh
Anyway, apparently your TV doesn't support PAL inputs, bovine
. Only NTSC and ATSC — you'll need to buy a converter. (You'll probably also need a step-down converter, as most PAL territories run 220-240V.)

You generally get a black screen.
You're talking about a different method of displaying an image, that's it. And from what I know, even the HD TVs still use it. It's not like they're gonna change the method in which the image is displayed just 'cause they upped the resolution
