Why can't I get put on paid administrative leave when I fuck up at work?

This is what happens when you apply stun gun practices on a different set of circumstances than live guns. The stun gun is supposed to be a replacement for when a cop reaches for his real gun to threaten a perp. It's not supposed to be used when somebody is already in handcuffs.
OTOH, if they guy wasn't doing a crime, this wouldn't have happened.

There's a reason that the handgun and stungun are on opposite sides of their belts, to avoid such a thing. >_<
