That's not a typo and there isn't a unit of measure like 'b' or 'm' or even 'k' after the 7.

In the Qing dynasty there was a major corruption and the guy they busted has enough money to pay for several year of the country's GDP and he's said to be as rich as the nation. Well now you can be too!

Um that's debt. If you have any kind of debt you likely owe more money than the money you have on hand and that's not very unusual. It also doesn't mean you should have no money on hand just because you owe people a lot of money because you still have to spend money to survive.

I think this is more corruption. If you look at the video the country seems better off than say, Greece, but it's literally like someone just ran away with all the money in the government's bank account kind of thing.
