Bush's claims about Iraq's WMD came from the Pentagon's Office of Special Plans (created by Rumsfeld after 9/11), which didn't get reviewed by the FBI/CIA...

Since it was leaked to the London Observer itself, of course they would be the ones cited all of the time. As far as the report itself, I believe Fark had a link...
