Seraphina answers tax, drugs, traffic, etc.
You proceed to jump off topic and ask how else should we be expected to enforce punishment for these crimes

If you hadn't noticed yet, there is a slight mismatch between the two.</div>

I have no problem with laws preventing crimes with a victim, but the ones without a victim are pointless and stupid...

Illegal to steal money: good law (victim is who you stole from)
