Bad choice of words, but there's a difference between invented and created, or "took the initiative in creating". It's not like he was trying to claim he invented ARPANET or TCP/IP.

Another case of Republicans totally warping and overblowing a simple soundbyte. Also see: Howard's yell through a microphone that was filtering out the crowd.
