It's written by Mark Waid (Kingdom Come). The first 3 trades have been really good.
It deals with the idea of what would happen if the ultimate superhero (who is loved by the world and has always been there to protect everyone) snaps and decides to destroy the world. The Plutonium, who is basically Superman, loses it and begins leveling cities and murdering his former teammates. Because he is so powerful, no one can stop him. It goes back and forth between the past (so you can see what caused him to go from beloved hero to genocidal supervillain) and the present where everyone is dealing with him.
One scene is crazy. The world powers have gathered to discuss how to deal with the Plutonian situation. The US is calling for worldwide unity to fight him and to even consider nuclear attacks. Other nations want to submit to him and make him their king. So a few of the nations begin to argue over who gets to be his new home country. The Plutonian arrives and murders the US ambassador and then encourages the argument. He asks one man which country he represents. When the man replies that he is from Singapure, the Plutonian asks him why they deserve him to be their king. The ambassador gives a long string of reasons at which time the Plutonian flies into space and hurls meteors down onto Singapore and sinks it.
