In this week's Naruto, Naruto made a comment that people who ahave the lightning element are all really fast, which is actually somewhat counterintuitive since most lightning-based guys are big, muscular guys. Despite the fact that Naruto has S class wind attacks, he never seems to have the upper hand against the lightning guys, including Sasuke. Although wind is supposed to counter lightning, it seems like since lightning is faster than wind, you might not actually be able to hit the enemy.
Even if wind really has an advantage over lightning, it is said that wind element is one of the rarest type of element, so it's not like you expect much opposition, and wind gets countered by fire and it seems like just about everyone has some kind of fire attack anyway. Lightning also counters more than one element. Thus far when you see someone discharge lightning water, bad things have happened to the water guy but never the lightning guy, so it actually counters water and earth. Lightning can even defuse explosives, as Sasuke showed, since explosives are apparently of the element earth.
Once again this shows in Naruto, it's about what kind of talent you're born with, not hard work, that determines how far you'll get in life. At least Naruto isn't an earth elemental ninja. These guys seem to just show up solely for the purpose of being the punching bag for any lightning elemental characters.
