Summary:
名門高校に通い、将来の警視総監を嘱望される天才・氷山庵。
彼は偶然手に入れた、名前を囁かれた人は死んでしまう“催眠術”を使い、法で裁かれない犯罪者を次々と殺していく。
その目的は犯罪のない理想社会の実現だ。一方ICPO（インターポール）は犯罪者の大量死を殺人事件と考え捜査を開始。
世界中の迷宮入り事件を解決してきた謎の探偵・Mを捜査に送り込んできた。
そして氷山とM、2人の天才による壮絶な戦いが始まるのだった。
Translation:
Hiyama Iori is a genius student at a prestigious high school, who is looked to as a future candidate for the Superintendent General (head of police).
One by one he kills criminals who are not punished by law using "hypnosis" that he accidentally discovered.
His objective is the realization of an ideal society with no crime. Meanwhile the ICPO initiates investigation, considering the mass deaths of the criminals as a murder case. They have sent in the mysterious detective -M-, who has solved countless impossible cases, into the investigation.
The decisive battle between two geniuses, Hiyama and M has begun.
