This remake has some interesting animation decisions. Most of it uses the same film from the 80s, and it's remastered and polished and looks a great deal better, some of the art looks totally redone however, and it becomes kind of a game of pointing out what's new vs what's old, and makes me wish they reanimated the entire thing.

Example:
This is Vegeta one second, obviously this is the old animation, you can tell from the coloring, size, and how the dirt drawning is done.

Then it switches to Krillian, and back to Vegeta and we get this, much more colorful, less grit, a great deal more polished.

And these changes take place quite often.

Old:

Pan to Gohan, then New:

The next action sequence is almost entirely new:

And then, back to normal:

Quick question: is Kai a remake of the original Dragonball or Dragonball Z?

So what is this exactly? A remake or just a digital enhancement?

Little of both. The original animation has been polished, and in some cases like in those screenshots some things have been totally reanimated.
