Yeah, it's just that Sarutobi was too old. Otherwise he probably could have taken Orochimaru. One cool thing about Naruto though is that the "power levels" don't necessarily decide everything like they do in DBZ and Yuyu Hakusho, etc. In those shows being stronger than someone means being pretty much completely invulnerable, but in Naruto it doesn't give you anything more than a slight edge.

Yeah, all you have to do is look at what's been going on in this new arc. Genins are taking down guys who beat up Jounins and put them into the hospital
