It's like the strap on the DS, you "feed" it through and loop it so it's set. That string part is connected to the thicker wrist strap. It's a lot like your DS strap, just bigger and with a little thing to close it on your wrist.
The issue is the string was very thin and if you threw your controller very hard (like those idiots who think you have to swing the controller as hard as a tennis racket to play Tennis) then it could snap the string. Of course, this would require you essentially not slowing down the controller at all with your hand and putting all the pressure on the string like you were trying throw it. Really, this one is silly, people are just idiots. Nintendo just is making up for people's idiocy.
