If Nintendo was smart (they seem to have less of a finger on their audiences' pulse than any other entertainment company I've ever seen), they would foster this by putting it up on WiiWare and maybe even providing some support. That's basically what Microshaft did with their community games. They could even make a page within their WiiShop to promote them or include them in the Nintendo Channel.
