Innovation doesn't necessarily required a big budget. In fact, most innovative games are made on a small budget 'cause no one knows how it's going to sell. The fact that this is coming out as a downloadable title suggests that Capcom isn't really going to be sinking a lot of money into a (sadly) dying franchise. This is the extent of their commitment, it's up to the developers to give them a reason to spend more next time.
They released that trailer as a teaser, not as a gameplay trailer. It's supposed to portray an idea (ie. retro evolved) not give details about the game itself.
