Since Nintendo hasn't officially released them yet:
1. Go to E-Shop
2. Click over to the right to get to Settings/Other
3. Go to Your Downloads
4. Get the titles you want
The following are available for people who already own a 3DS:
Legend of Zelda
Legend of Zelda II
Super Mario Brothers
Ice Climber
Metroid
Yoshi
Open Tournament Golf
Wrecking Crew
Donkey Kong jr.
Balloon Fight
and an Ambassador Certificate which is just a 3 minute video with some scrolling instructions text to allow updates in regards to the "Ambassador Program" to your notifications feed. This will inform users of the free GBA titles, and any updates which will include 3D graphical updates and additional multiplayer options.
There might be other steps to get these later. I am starting with Zelda 2, which is my obvious choice, being one of my favourite games of the 8-bit era... and one that was a surprise to me for being on the list. I am disappointed not to see Super Mario Brothers 3 on the list as that is my favourite 8-bit title, and one I have played from time to time almost every year since its release.
