As for finding roms... heh, good luck. I knew of one good site, but it's worthless now due to some sort of server lag issue or something. And I can't find anywhere else with any sort of comprehensive list. Your best bet is to use a search engine or Kazzaa and cross your fingers.
You'll have a hard time finding GBA roms due to moral and legal issues. Many rom enthusiasts will refuse to upload GBA roms on the moral basis that they are new games for a relatively new system that is still making money. These people will, however, fully support SNES, Genesis, and other roms because they are old and out of print, and therefore not making a profit, and therefore they see no harm.
As for the legal angle, as you probably know, the trading of any roms is generally agreed upon to be illegal, no matter the age and in spite of arguments in the vein of the old VCR debate that has been ressurected in favor of mp3s. However, companies rarely care if someone wants to post some old SNES roms or something. Again, no profit means nobody cares. However, GBA games DO make a profit, not to mention the fact that these games fall under the domain of Nintendo, the infamous copyright zealot. As such, many people don't want the hassle that can come with posting GBA roms, and the few who do often shut down their sites when they are discovered.
On a side-note, since GBA roms are often the scorn of many enthusiasts, you may end up trudging through some warez sites. Be prepared for an assault of porn banners. As such, I might suggest you try Kazzaa first. :)</div>
