Re-read. It didn't say someone going to church saw the package on the church steps. It only said that a "concerned citizen" saw it and called the police. Most churches where I live are quite out in the open and are visible to the rest of the non-church goers. In fact, the linked article in this one says it was a passerby. Be cynical if you'd like, but please don't make assumptions just to insult church goers.
