They say it's because of licencing issues. I'm skeptical, but it's such a small amount it's almost believable

I buy it. If the licensing was for a single game, then they had to relicense the music for RB2. Plus they built the little program and the interface for exporting the music since it's a game update to RB1.
For $5 (or less), I'm not complaining to add that many songs to RB2's list without disc swapping. There were a ton of awesome songs in that set that I'll want to transfer.

I'm very curious about DLC. If I decide not to pay the $5 for the ones on the RB1 disc, can I still use all of the DLC from RB1 or is it gonna be $5 for ANY of the songs? I may just say "Livin' on a Prayer is a fine replacement for Wanted Dead or Alive, but I'll be damned if I have to pay yet ANOTHER $5 to play my Metallica pack or any of the free downloaded songs for RB1". Do I get punished for that?

They already announced months ago that they view DLC as a seperate entity from any of their games. So all DLC will work in both RB1 and RB2. That includes past DLC in RB2 and future DLC in RB1.
This $5 fee is only for the RB1 games on disc to turn it into DLC basically.

I hope you're right. If they start charging for DLC, I'm sending them a care packing full of my and my dog's fecal matter

There's no need to hope. I'm right. Harmonix officially announced the DLC stuff months ago so it's done. They know full well they'd be shooting themselves in their collective feet and alienating all of their customers if they forced you to rebuy any DLC for RB2.

Good.
Mind you, I haven't actually downloaded any pay songs but I'll be damned if I'm gonna pay money to play the Portal song in RB2 :-)
