I seem to remember a few fans of this series here on this board. This is a handheld version of the original title. It is getting review scores relatively in line with the PS2 version of the game. It seems like a good buy for 29 bucks.

It's an updated port of the PSP version.

With downgraded graphics and minus the cutscenes?

Why would they do that? It's not like the DS wouldn't be able to handle Disgaea, it's a game that probably could have been released on the SNES (once they had the techniques down in the mid-90's) with voice acting removed; and if you're wondering, the English voice acting is fully intact in the DS version.

Well, the DS isn't as powerful as the PS2/PSP. So you're gonna have to downgrade the graphics from at least the updated PSP version. I made an assumption on the cutscenes I didn't say anything about voice acting
Basically, why the hell would you buy the DS over the PSP version?

The PSP/PS2 processors don't magically enhance SNES level graphics to something beyond what the DS is capable of.
