I hope Silent Hill 5 ain't changed like Fallout 3 was

At this point, the publishers need to put their foot down. If it's not imported to Nannyland, then don't publish it. Eventually, the government will get the point that they are losing investment potential if these game branches are packing up shop and leaving, due to censorship issues.
But, of course, businesses will never be so long-term. They'll just change the damn game, and everybody will suffer.
