It's not about hard. I play many games that are hard.

It's about depth. The whole game is just a shooter with a white/black bullet system. Yes, that's a twist on the standard shooter, but it's a 10 degree twist. I would rather play something like R-Type or Gradius (in terms of shooters), where I had options in weaponry. Even then, I'm kinda done with shooters, having played enough of them when I was a kid.

And I can see that. Shooters have pretty much reach their peak with Radiant/Ikaruga. Those games kinda re-defined the series and gave them the last extra level of depth but I'm not sure what else you can really do with that genre unless you start making hybrid genres (I personally would love to see a mixture between Ikaruga and Metroidvania where you actually explore). I personally still very much enjoy those games and with Sin and Punishment 2, it's kinda like a mixture between Star Fox 64 and Radiant and I'm perfectly OK with that. But it's really a niche market that will only get smaller and smaller over time
