Err, one is gameplay, and the other is just an anime cut-scene, how do you compare these two and say one is better then the other?

That being said, Universe looks like Megaman: Little Big Planet.

And Megaman Online, I don't know, but I did enjoy the animation.

All the good Megaman games tend to have good cheesy Anime cut scene. It's not that cheesy Anime cut scenes guaranteeds quality but if you can't be even bothered with that, there's not much to be said about quality.
