Man, I just bought half of my wishlist today, and I already have too many games in my queue.

I got the Telltale Games Borderlands game since it was a daily deal. Holding out on (possibly) buying Dying Light and (definitely) the TTG Game of Thrones game when they come up as a flash sale/daily deal.
Keeping an eye out for any indie gems I may have missed that're up my alley. LISA looks cool but I don't really know anything about it.

I bought LISA anyway. It was $5 and had really good reviews. People draw a lot of comparisons with Earthbound, except as a darker and more adult version.
Having fun with Gravity Ghost. Still have about 20 other games in my queue I need to try out. Wasn't too impressed with Contrast, but I only played it for an hour or so. Invisible, Inc is well worth it, though.

Man, I'm glad I waited before buying Wolfenstein: The New Order. It was on 50% yesterday, and now at 75% today. I doubt it's going to get any lower, so be sure to grab it today.

From what I've noticed - always wait for a game especially one from a known developer to hit a flash sale or daily deal before buying it during a major sale.
It's nice to see This War of Mine back in the top ten. The more the game sells, the more free content the devs will update it with. Those guys are good dudes.

Prison Architect is 85%, down to $5, which is insane. Go pick it up now.

I'd been putting off buying Prison Architect for a while but today I noticed it was an Introversion game... so I bought it. Less than $5 is a bargain and a half.
I bought Valkyria Chronicles a while back but never really put any time into it... I'd spoiled a lot of the game for myself watching people play it on Twitch, unfortunately. I guess $30 or whatever it released for isn't the worst thing in the world, but that refund policy would have come in handy for me 6-8 months or so ago. It's an EXCELLENT port other than the 35-40gb or whatever space it requires.
I picked up Valiant Hearts: The Great War / Soldats Inconnu: Memoires de la Grande Guerre since it dipped under $4 yesterday and liked it a fair amount for the two hours or so I've put into it so far. It merges the horror of World War I with the puzzles of a Scribblenauts type game. Still, the story takes itself seriously. Looking forward to playing through the rest at some point.
Hoping Game of Thrones pops onto a Daily Deal on Sunday or Monday for the season finale.

Steam is refunding a crap ton of stuff for any reason atm. If you didn't put any time into it, you might still be able to get the refund.
I put 6 hours into MKX and got a refund for it and the season pass.

Was a little more gung-ho about taking advantage of the refund system then I care to follow through on lol. If I thought the game was shit I'd give refunding it a go but it's a good game I just didn't play it. Maybe some day.

How do refunds work now in regards to the sales? For example, if I buy a game at $40 and in a week it drops to $10, would I be able to refund and repurchase at the sale price?

That's something you bought recently or a while ago?

Yes, and that's specifically a reason that they quoted in the announcement. Which is rather generous, actually.
A lot of good games for sale today:
Banner Saga
Transistor (get it if you haven't played it!!)
Super Meatboy (for $1.50)
Plants vs. Zombies (for $1.09)

It says you can't refund things that are significantly older than the 14 day period. The recent purchases goes up to 6 months so I guess it doesn't do things older than that.

LISA for $3 on a flash sale... How could I not? Well, easily, but I'm going to.

Antichamber for $2. This game is great. Go get it if you haven't played it already.

The Fall for $2.
The Talos Principle at 66% off. I guess that's going to be the lowest I'll find it.
Also, System Shock 2 for 99 cents. On the off chance you haven't played this game, you really really should grab it now.

This is a pretty crazy encore sale... I don't really want to buy both games but I'm not sure if I want to buy Endless Legends or GalCiv 3... All things being even, I want to support Endless Legends since it it isn't a sequel, but GalCiv 3 is described as the best space strategy game since MOO2.

Went with Endless Legend. It felt like everyone who had put hundreds of hours into Galactic Civilizations 3 was ultimately unhappy with the experience, kind of like people here with Civilization 5 where they played it, had fun, but had a laundry list of complaints. It sounded like the kind of game that could be improved if they keep patching it and if it were cheaper.
Endless Legend veterans either seemed happy with what they got from the game or were still actively playing it.

The reason why people have all these complaint about Civ 5 is that the whole game falls apart at the end game and it takes a while to get there, and it's actually pretty interesting until you have the range 3 indirect fire artilleries that outrange city defense, or nuke, or the immortal bombers. They also still kept stupid concepts like subs not really being hidden (you'll run into their ZOC even with a unit without detection like a Battleship and then you can just attack a sub in a ship that cannot possibly have depth charges), or that Marines are used for Amphibious Assault which never actually happens in this game unless you're playing against the AI on a high difficulty setting with reduced build time so that they can cover every single hex on the coastline, or Paratroopers which you can sacrifice a unit to take out a worker and pillage something, if you're lucky, before getting instantly killed and feed free XP for the other side.

Yeah people were complaining about how the end game played in GalCiv 3 as well. Different reasons, but I just didn't want to get involved with another Civ 5 type game. In any case, Endless Legend is on sale for less than GalCiv 3 and just looked better in just about every way. EL doesn't have a campaign, but after watching the cinematics for GalCiv 3 on Steam, all I really wanted to do was re-watch the Sins of Solar Empire Rebellion opening cinematic.
Aaaand I just realized they're by the same publisher

For strategy, Crusader Kings 2 has been incredibly satisfying. There's new DLC coming for it soon that adds Mongolia and at least part of China. Combine that with the Charlemagne DLC and that's a big game with a long and satisfying campaign.
If you enjoy SimCity, then Cities Skylines is like all of the brilliant ideas from SimCity, except with large cities and none of the other issues SimCity had.
I also picked up some old Fallout Games, System Shock 2, Pillars of Eternity, Ori, and A few other games - including one that looked like a high res PSX-style RPG (forget the name offhand).
