I don't think it's really a relevant question.
They both had tech all over the place, within the framework of the games. However, in FF7 the technology was (more) central to the plot. That's probably what you're thinking of.

FF6 vs FF7

That is certainly true, what Nev says. Though FF6 and FF7 I do consider to have very similar levels of technology. Both had technological capitals in Vector and Midgard. Both had research facilities used for extracting magical energy, in FF7 it was Mako energy, and in FF6 it was Magitech energy.
Militarywise, Vector was more advanced than Shinra. Infantry both used guns and blasters of Vector and Shinra. Though Vector had Magitech armour along with other robotic contraptions (including the Guardian, which was the Warmech of FF6) and the Imperial Airforce (which attack the airship on their retreat from Vector in the late world of balance phase) their military technology more advanced in my opinion. Communication though, was less advanced in FF6, they still used carrier pidgeons (which goes reltively against the technology seen in other places, I am quite sure this was more for style than anything).
Figaro castle, is a medieval castle on the surface, and a giant vehicle underneath. It has motorized equipment all throughout, this kind of technology is reletively unheard of in FF7.
The world of FF6 as a whole greatly resembles late 19th century/early 20th century Europe, with its railways, industrial style mines, culture surrounding the opera, Imperial forces, etc... Though it also goes into mythological culture. FF7 is actually fairly similar in this respect, though Midgard more resembles the British Empire rather than the German Empire that Vector resembled.
Zozo very much resembled a 20th/21st century city in ruins overrun with crime.
Who has the more advanced military? Midgar's military which has a few trucks, a few ships, and soldiers with guns. Or Vector's military which has all of that, plus giant mechanical armour units, and a powerful air force? not much question there.

Most of the "advanced" technology in FF6 is magic related. In FF7, the advanced technology depended on magic as well, but more as a fuel source. I had the feeling that the technology in FF6 wouldn't work at all without magic, whereas in FF7 they just needed a cheap power source.
Anyway, I still see the FF6 world as being in the middle of an industrial revolution, and the FF7 world as post-industrial revolution. The cities in FF7 were closer to our cities than FF6. So, Flip, you're not crazy. Seek's just doing his normal thing.

I do agree that FF7's society, but only Midgar, resembles ours; the rest of FF7 society is reletively primitive. I also agree that FF6's society is easily very based on late 19th century and early 20th century society and culture; as I explained elsewhere. What I do not agree with is that FF7 has more advanced technology than FF6, at least not when it comes to industry and military; from what I see, Vector has more advanced weaponry, and a more advanced industry. Though FF8 really trumps them both, the Gardens, Lunatic Pandora, and Esthar as a whole (which even has its own space station) is much further advanced in all aspects.

The fact that other cities in FF7 are far less developed is because there aren't very many Mako Reactors around to provide the necessary power for a lifestyle like Midgar. Remember Midgar needed 8 of those and they're spewing out a considerable amount of junk into the lifestream to keep the Mako Reactors going, so it's not something you want to build in your backyard. In fact it's quite similar to a nuclear power plant.

I walked away from FF7 thinking that Square incorporated much more technology into this game and it seemed fresh to me. Seeing as how it seemed this way, i must not have thought the same about FF6. As a whole.

You are taking the statement out of context. You were stating that Final Fantasy 7 was the first game to use a technology/fantasy mix, which I disagreed with. I have explained already why I see the technology level of FF7 and FF6 to be similar; and I supported my claims with video evidence. You based your claims on a "feeling," but no solid supporting evidence.
Actually I don't see anyone saying that at all, except you. FF6 incorporated technology (yes, it really did) before FF7 did; and FF6 took the series to a new level that did not exist in previous games as well. Almost all of the games have taken the series to a new level in one way or another.
