There's a chance it's SCTV. The reference to Calgary at the end almost ensures it's a Canadian production as neither an American nor British TV show would make such a reference

It's the same crew that does the original Ti Quan Leap skit where the original "Boot to the Head" phrase comes from. It's a radio show, and you can tell with some of the lines from both skits. Dr. Demento only found the clip, but somebody else actually wrote it.
