L gets infected with stupidity during the helicopter scene, but it evens out because Light basically was infected by stupidity in the entire N arc. Light's accomplishment is mostly limited to the ability to write someone's name on a tiny slip of paper he's managed to hide in his watch. Of course it makes you wonder what the heck these highly trained poilce are doing when they don't even notice you're trying to write down something, often in plain sight.
It's hard to say how much in control Light was. You can't take everything the author says at face value but you if you never believe her, then there's no point to the story. Light is pretty caught off guard on the first meeting with L (national TV) but you can't say he was going off some random rage when he killed the FBIs.
To be fair, neither L and Light gets hit as hard by the stupidity virus as M did, who apparently took less precaution than your average bank robber (wear a mask) against someone who knew his name and only needed a face to kill him.
