The Master Quest was originally released as a Gamecube disc to help promote Wind Waker. You could get it as a pre-order bonus at EB and other participating retailers. From my experience playing it, The Master Quest turned out to be significantly more challenging than Ocarina of Time.
What it consists of are remixed dungeons, with more difficult enemies. The earliest dungeon, located in the Degu Tree, turned out to be a greater challenge than the Shadow Temple (late game) of the original version of the game. The challenge just went up from there. The exception is the Water Temple which is actually easier in the Master Quest due to being much more straight forward.
I hope this one comes out soon, because I can hardly wait =)
