In the Thrawn trilogy, Thrawn pretty much said that building all these super weapons was a waste of money anyway, and the construction of the Death Star likely left the Empire bankrupt which reduced their ability to fight off the Rebellion after the Emperor died. At the beginning of the Thrawn trilogy he's basically just trying to scrap a navy together on budget because the Empier has no more money left.

Well, not to mention that the Emperor's Battle Meditation skills were helping keeping the navy much more together.

Thrawn couldn't have beaten the Emperor commanding a bunch of scrubs even if he had The Hand of Thrawn on his side and those are the guys who can stop an ISD with 2 squads of TIE Fighters. I guess the Emperor must have been lazy and just preferred building super weapons instead even though any fleet commanded by the Emperor would be stronger than anything Thrawn ever commanded and people literally flee for their lives when they see Thrawn coming.

From what I understand there's almost incontrovertible proof that the Galactic Empire is the strongest political entity that ever existed in Star Wars and it'd also be competitive against any universe that doesn't flat out employ Gods as part of their empire. The only downfall fo the Galactic Empire, aside from having Luke Skywalker as an enemy, was that Palpatine wasted most of the Empire's GDP producing doomsday weapons that can apparently be taken out by a single starfighter. By the time Thrawn came around he's pretty much resorted to raiding for scraps to just be able to pay his guys. Actually, overpaying for super weapons sounds a lot like the American military.
