To me, a Spirit Bomb was more like throwing a ball at them, not directly killing them.

I guess it's how you interpret it.

He tried to kill Frieza and left him out for dead. He encouraged his son to kill Cell, and his son did indeed killed Cell. Though the spirit bomb wasn't exactly powered by him, it was his attack, and again, encouraging the world to kill Buu. I'm not saying the man has a murderous intent; far from it. But, at a very last resort, the intent is there when it comes to defending his people.</div>
