They *can* vote, assuming that there aren't any felonies in their backgrounds. Whether or not they actually do is another story...very uneducated people are not known for their wonderful voting records.
Yes, I have no doubt that some of them vote, and the point about remembering that there are very uneducated people in America who do is well taken...I wouldn't take bets on whether or not either one of the people in the video is a regular voter, however, and if either one of the two people I saw in the video before I turned it off has ever voted for any position which was not a major news item (i.e., if they've ever researched and voted for, say, city controller as opposed to president/governor), I will eat my boxer shorts.
