Hahaha...I have to laugh at this for two reasons. One, Westinghouse is certainly NOT the Sultan of TVs. It's a pretty crappy name brand, but if you're TV is working out well, more power to you.
Two, frame rates in the game have nothing to do with the frame rates on the TV. It's not like the TV will actually pause and not put up a TV frame because the game is acting slow. The console has no power over that. TVs put out a constant frame rate no matter what.
To answer your question, likely not. Unless the TV specifically says that it's compatible with PAL, it won't work.
