Sounds like a lot, but when you consider the # of PSX games out there, that's actually a very small portion of it. So they probably decided they might as well make it the few titles that everyone will have.

At either rate, it was a bad idea to begin with emulating on a game by game basis. There's just too many games out there to do that.</div>

I'm not aware of any title that sold over 3 million in the US. Let's say a big title reaches 5% of the audience (1.5 million sold in US).

This means more likely than not, any title you might choose to emulate, even the big ones, people won't have it.

Assuming you emulate 10 titles that each sold 1.5 million, the chance of an average Playstation owner not having any of those 10 titles is (0.95)^10 = 59.9%.

This isn't exactly the N64 we're talking about where you can get like 2/3rd of all owners if you emulated Super Mario 64, Zelda 64, and Goldeneye.</div>

With so few PSX games that are truly "best sellers" or popular titles.... this means that they could finish emulating those in a very short time. They'd don't hafta do a large chunk of the PSX library.</div>
