By this, I mean in a work of fiction you feel bad for the bad guys for even thinking they had a chance at whatever they're trying to, as opposed to say feeling sorry because they've a justified cause or whatever. Here's some of the poor bad guys I can think of:
Murong Fu (Demigods and Semi-Devils, book by Jin Yong)
Throughout the story you're told there is a great hero named Xiao Feng and there's another guy named Murong Fu who is his rival, and while you see Xiao Feng doing Goku like stuff very early on in the story, you don't see this mysterious Murong Fu guy who you'd suspect is a villian because it wouldn't make much sense for Xiao Feng to not have an enemy. However, early on you see that Xiao Feng doing his martial arts that is basically telekinesis/force choke you had Murong Fu's cousin saying "I have no idea why people would say Murong Fu is on the same level as Xiao Feng", as in she knows Murong Fu is wayyyyyyyy weaker than Xiao Feng. So as the story unfolds and you learn that Murong Fu indeed has a master plan to incite rebellion and overthrow the Song Dynasty, we have the inevitable showdown between the two...
And then Xiao Feng just lifted Murong Fu with his telekinesis punch and threw him against a rock and KO him in one hit. It was literally like Bruce Lee fighting a Jedi. I literally have no idea why Murong Fu would think he could beat Xiao Feng to complete his great evil plan. According to the book if there are about 10 Murong Fus they might have been able to beat a single Xiao Feng, and by the way, there are other two heroes that are stronger than Xiao Feng in the story, and then there is also the Sweeper Monk (aka The Janitor) who apparently has foiled foreign plots to overthrow China for centuries and is 10 times stronger than entire rest of the cast put together and yeah, Murong Fu tried to fight him too and then got tossed into a trash can by telekinesis too.
Vearn (Dai no Daiboken, manga)
Vearn is the evil demon king that plotted to destroy the world. It's said that he and his two right handed man, Kill Vearn and Myst Vearn, can defeat anybody. And if you noticed one of the guy's name sounds pretty funny, that's because Kill Vearn is a double agent who is trying to kill Vearn. Throughout the story we also find that there are at least 5 guys as strong Myst or Kill Vearn on the good guy's side (and Kill Vearn is a double agent anyway). Through some savvy planning, he came close to destroying the Earth but the good guys pulled out their dragonballs (Tears of God) to cancel it, and then Dai (the hero) went into his form 2 and totally owned him. Yes, the good guy had a 'form 2' before the bad guy does, and by the way, as the reader you always knew Dai had a form 2 and it was something literally everyone knows. He never used it until the very end because it was not necessary.
Luc (Suikoden 3, game)
If you play the game in Luc's perspective you'll realize his plan to destroy the world never worked and even his hired demon help, Yuber, was complaining about how come all their plan keeps on failing and when does he get to do the killing stuff. His true rune wasn't even all that great (True Wind Rune). I guess you aren't supposed to just get a new true rune but he's been through Suikoden 1 & 2. Shouldn't it occur to him that True Wind Rune probably doesn't quite cut it for what he's about to attempt compared to the stuff he's already seen (Soul Eater, Bright Shield, Black Sword) so far?
Loki (Deadpool's Art of War, comic)
Deadpool talked Loki into invading Earth, and when asked why would he sell out his own planet like that, Deadpool said we got Hulk and superheroes by the boatloads on Earth, and that's a pretty accurate assessment.
